Sure you can do it.  adb itself is under apache license and release in aosp source code.

In which you can read:

3.3 You may not use the SDK for any purpose not expressly permitted by this License Agreement. But also has this clause:
3.5 Use, reproduction and distribution of components of the SDK licensed under an open source software license are governed solely by the terms of that open source software license and not this License Agreement. 

And since the adb is licensed under http://www.apache.org/licenses/LICENSE-2.0, it should be legal to redistribute the adb executable acquired from the  android site.

So, can anyone confirm if it is legal to redistribute the adb executable downloaded with the Android SDK?
